If you have 4 people paying £500, £6,000, £6,500, and £7,000 a year (obviously extreme examples) the average is £5,000. However more than half of these 4 people will be paying more than the average. It is only technically accurate if you take average to mean median (the payment exactly at mid point between the highest and the lowest).
