Unless they're planning to relocate it seems no more than a tiresome waste of everybody's time - with the specified exception of Berwick (and Tweedmouth should they ever try), no club legally and/or physically based outside Scotland can obtain membership/licence/etc. Not following what this means either:

the criteria of entering the Scottish Cup... is irrespective of a clubs membership status with the Scottish FA

given you can literally only enter by being a licensed member, or a registered member winning a qualifying tournament.

All of the qualifying tournaments require membership of a league body or affiliated FA. For the East, West and South routes they'd have to join those leagues, not sure if the SJFA would be different.

I'm not sure you necessarily have to join a league: Burntisland Shipyard, Glasgow Uni and Golspie Sutherland were members of local FAs and played in the Scottish qualifying cup and then the Scottish Cup for many years without being in the East of Scotland, Highland or South of Scotland Leagues.  It might have changed now of course.

The Scottish Qualifying Cup doesn't exist any more, and all of those clubs had historic SFA licenses. The licensing process requires commitment (ie participation in) the pyramid, and the only way unlicensed teams can enter the cup is by winning the East of Scotland, West of Scotland, South of Scotland, North Caledonian, North Junior or Midland Leagues, the South/East/West Shield (or whatever it's called), the Junior Cup or the Scottish Amateur Cup.

What's to stop Doncaster applying for a SFA licence and paying the usual bribe to field a team in the Lowland League?

Gateshead tried to join the Scottish league twice back in the 60s and 70s but were rebuffed. Wigan Athletic also wanted to joinwhen they were a non league club. I don't see this Doncaster outfit getting SFA membership.

Mind you, Queen's Park played in the English Cup final twice....
At the time the English FA cup was an invitational tournement

The whole thing is clearly nonsense, but given that their claim is based around the suggestion Doncaster itself IS part of Scotland, your point isn't directly relevant. Of course it may require that Westminster first declare whatever treaty it was valid and that Doncaster is part of Scotland first. We all know that's not happening.

I can't imagine the Scottish Parliament wants to hang it's hat on falling out with Westminster over the ownership of Doncaster either.
