It is on top of the £150.
Martin Lewis spoke to Sunak this week and was expecting an announcement in July. He suspects it was brought forward due to the publication of the Sue Gray report. Mentioned in the video in the link below.

It appears to be replacing the £200 "loan" with a £400 grant that no longer needs to be paid back.

A household is the set of people who live in a house. I currently own my house and thus will get this money deducted off my bill at some point. However, if I then decide to sell my house and move back in with my parents, I will never have to pay this money back, because I won't be paying a bill at the point where the money comes back off.

The opposite is also true, you could have someone who is 15 and living with their parents at the time this "discount" arrives, but who has moved into their own place by the time it has to be paid back. They would have to "repay" this via their energy bills despite having not benefited from it in the first place.

I've not been in this thread until now.

We pre-empted the expected rise by doubling our Direct Debit. We then hear from EDF they want double again and have actually collected the first payment. She called them today..."oh aye, our mistake, we'll put you back on the rate you increased to. Would you like a refund?"

Possibly been mentioned before, but make sure you question any increase.
