I really like the Nations League, i'm slightly worried this will change that.

At the same time, you'd be raging if we got relegated or missed out on promotion because Peru decided to give the kids a run out against Russia Israel.

European teams, famously, never field weakened teams in competitive matches.
Not sure what your point is. European teams do field weakened teams if/when they have a dead rubber at the end of a group, but especially in these small groups it's not likely to be too common.
The South American teams would be in a perfect position to do that in every single NL game. The final round group games could be nightmarish to plan for if you need an SA team to do you a favour.

Wouldn’t the South American teams be able to get promoted and relegated once they’re in?
I’m not keen on the idea but I don’t think dead rubbers is the main issue.
I suppose it's easy to look at the NL as nothing but a major tournament qualifying route. The SA teams might well be motivated by the prospect of showing their mettle vs euro teams, and winning the NL in its own right (or forging up through the divisions) might be a big enough carrot for them to take it seriously.
