Even in the part of America I stayed in, nobody seemed to bother their arse. I reckon that the entire thing is made up by films and TV. Last time I went was a long time ago but I'd been out all night at The Arches then a tunnel party so had about two hours sleep and no costume so just bought a pair of tights and a toy gun from a corner shop and went as a bank robber.
