You could say the state of the roads is because the motorist is still king - too many cars on the road, heavier vehicles nowadays causing more damage, billions in lost revenue from the fuel duty freeze for governments/councils to make repairs. The police, courts, and society in general are ok with five people being killed on Britain's roads and pavements each day.
