A newly built utopian city should be walled off, with any resident convicted of a crime being banished to the 'dark place' outwith the walls forever.  This includes wearing Old Firm shirts in public, and orange walks shall not be tolerated. The cultural scene will be amongst the best in the UK, but no tourists will be granted access through the gates to avoid an Edinburgh Festival type affair (performers shall be admitted by permit application only, and Janey Godley's will be rejected).
Eta: for avoidance of doubt, there will be freedom of movement for residents.  Similar to an RAF base, but much classier.

The main four cities are the only places in Scotland where the majority of the population  support their local football teams.

Inverness, Perth and Stirling are full of OF glory hunters.

Last time I went down to Stirling to watch the Mo I went into a pub called Nicky Tams, the staff had no idea that there was a game on. I then got a taxi to the ground, the driver admitted that he didn't know what division Albion are in. Stirling has no fucking business calling itself a city. Perth and Inverness are not much better.

This shouldn't be underestimated in having city status, historic places where kings have been crowned and killed should automatically be considered.

Someone is clearly going to have to point out to these slackjawed yokels on South Ayrshire Council what an actual fucking city is, and deliver multiple truncheons to the face for the trouble.

Ten houses in Barrhill surrounded by 100 square miles of tattie fields is not a fucking city. Get back in your box.

From whose arse did they pluck 300k as the minimum required population for a city?

I'm sure it's no coincidence it's a number that would reduce Scotland's quota of cities to two; although it is a surprise they didn't double it so as to make said quota one.
