It surely risks killing off smaller clubs with long histories I'm not a huge fan of reserve teams playing in the same structures as first teams, but I have to be pragmatic. If it's going to happen, then they should enter at the bottom of the pyramid. Not heard anything about SVU, although was passing through Cromdale the other weekend and the pitch looks in decent nick. The Strathspey & Badenoch League has returned this summer so the Cromdale welfare side has been playing there. For the first season the Premier will be 14 teams which will be 2nd-13th this season plus Stonehaven & Stoneywood Parkvale. That I believe leaves 18 for the Championship with Lossiemouth United added. As pointed out above if he really wanted to get involved, New Elgin are right there and he could have put his social media skills behind them.
