No, with the change this season to have the Championship sides entering together, there's some leeway. If we have 10 newly licensed clubs along with everyone returning to play - then I think it's 37 in preliminary round 1, with 22 spaces available in PR2. Which is 15 matches and 7 byes (and every club is eligible for a bye this time).
