It clearly isn't, unfortunately. Unless those vaccinating can record but don't have access to whether or not someone has already their first one. I'm pretty confident that going forward from what people have said there will eventually be annual covid jags for vulnerable people, if this is the case would you need an annual dose to be allowed abroad even if you're not vulnerable..? Well that would seem pretty illogical to me. Also the idea that vaccination doesn't stop spread means it seems a bit of a fruitless endeavor anyway.
