Patience is the key here.Not a decade though. Its highly possible that Johnson will steam role next GE too. Covid will hopefully be gone and the full impact of brexit will have hit. I'd time the second referendum to hit just after the next GE towards the end of this parliament. When Johnson gets back in the time would be right. Plus 3.5 yrs more of demographic shifts. Labour down south are in a pretty dire state. They think they are fighting the Tories of old who cut spending and taxes. The current breed of Tories are now increasing spending and taxes. Admittedly, after subjecting everyone to austerity for most of a decade. I expect your timing will be close though. If it was my call I'd go along with that. Another thumping SNP performance in the GE with a potential to take 50+ seats out of 59, and Johnson easily re-elected in England...worst of Covid passing, and Brexit indeed coming off the rails...prior to the GE ask for a Section 30, knowing it will be denied. The intriguing thing is that if either Rennie or ACH lost their constituency, they might not have got a list seat in compensation AFAIK. Their vote share in both regions was hilariously low - because the tactical Yoon voters returned home - and would have left them in serious trouble. An opportunity missed then but it means that there's at least another two seats there for the taking. They could be driven off the mainland in the near future, even under a PR voting system.
