I'm led to believe that the precedent on this very issue was set by the 1981 P&B Dead Pool adjudication in reference to Bobby Sands. However the details of the actual ruling has been lost in the mists of time, as the P&B server room was burned down by one or other self-righteous, angry mob immediately afterwards.
