Just my guess but I'd think the latter would be more likely. Perhaps it might be limited to clubs who didn't receive a walkover in R2, to avoid someone reaching Last 32 without kicking a ball? Any club had until October 17th (i.e. 28 days ago) to freely withdraw from South Challenge Cup. Dalry had quit West of Scotland League on October 26th (i.e. 19 days ago). The four East v South matches are likely to be won by the EOS but Lochmaben v Kirkcaldy & Dysart will be close. Tranent, HOB, Linlithgow, Whitehill should win, while Easthouses, Eyemouth will probably to lose - but the rest are not easy to call.
