The Children (Scotland) Act 1995 clearly outlines the powers (as well as duties) that local authorities have to protect children at risk. The local authority will need to consider what went wrong, as will health and housing services. Don’t want to jump the gun, but this case points to a multiagency failure to protect. A Serious Case Review rather than a poxy closed-doors inquiry would be prudent here. This is not simply an issue of independence, but people dying of malnutrition is without doubt a political decision.
