The Nations League finals aren't until next September/October, and take place during a matchday which is normally reserved for World Cup qualifiers. UEFA get around this by ensuring that the four finalists are put into a 5 team qualifying group rather than a 6 team one. UEFA could, in theory, rejig the draw to ensure that both us and the Czechs were also in a 5 team group. However, the Nations League rankings are used to determine seeding for the World Cup qualifiers, so that would immediately cause a problem, since our group wouldn't be complete. It would also require the final group matches to be played nearly a year after all the rest of them, which leaves a number of countries with a great deal of uncertainty. All of that seems like a massive amount of administrative work on UEFA's part, for no real benefit, purely to suit a country who have unilaterally decided to call a fixture off for what appears to be no good reason. The match officials and Scotland turn up and are out on the pitch but no Czech Republic.
