Must stress I don't know to much other than some research I've done and didnt look into the extent of how far the powers of the panel go but I think you're right. They wouldn't say you must swap the teams round but might say "Hearts relegation breached SPFL rules so you need to reverse the relegation" then up to SPFL to find solution again. Although in theory even that solution could be compo and pay them off as long as Hearts & Thistle were to accept but can't see them accepting that. In that case the vote (or a similar one) will be reheld by the SPFL and Hearts will be relegated.
