Because they're morons.

No matter what the outcome today theyll claim theyve won. Even if it gets chucked out, you'll have them claiming it was all part of a plan to waste time and try and kill clubs. Theyll then add that multiple clubs are "on the brink" because of their actions.

Please, please, please, please, PLEASE...be Arbitration. 

If the court rules for Arbitration in c.20 minutes time, it effectively draws a line under this highly embarrassing episode for Scottish Football and stops any further escalation dead in its tracks.  The ongoing result of that outcome would be a shuddering, comprehensive halt to Heart of Midlothian's cries after multiple knock-backs from every perceivable level in the game.   Hopefully at this point, the Scottish Footballing authorities can throw the book at them for bringing the game into severe disrepute and look forward to financial and/or points/league docking as adequate reparation.

League Reconstruction is dead. There's no fitba'. It's always sensible to keep shtum over pending court cases in case you say something your lawyers really don't want you to say.

What should the SPFL be saying, exactly?

I would assume they are aware that at some point they may have to adjudicate on the decision. If they had got involved and not said what Hearts like no doubt they would have been criticised for interfering.

Reconstruction is impossible, yet theres still Hearts fans in here claiming it's going to get forced through.

Because they want to preserve their neutrality in case they are used as an arbitrator. Rod Petrie said this in an interview before he stepped down.

It's not really their fight unless/until it goes to their arbitration.

Best option is to stay entirely neutral until it becomes something they need to deal with. Unlike England I don't believe they hold a share in the SPFL (The FA hold a share in the PL, I believe).

Even if it goes to arbitration and the SFA side with the SPFL (which i think they would) i cant see Hearts and Thistle getting any more than a slap on the wrists. A lot has happened and the quickest way to get on with things would be to just issue a warning/ suspended action that would allow everyone to get on with things.
