Can always build a glorified shed (plus lights) to get the license, and worry about a proper stand later.

Doesn't look like there's a planning application in, presumably they've discussed it with officials though.

Can a user of a council facility upgrade the place?

How does that even work?

Slip Joe the Councillor a few quid in an brown envelope to get City Building to throw up a bit of terracing with a cover on top?

Why wouldn't a Council be happy to see its' facilities up-graded and maintained by a large reputable grass-roots local organisation? Win Win surely.
