Doing such leaves Heart eligible for sanction up to and including expulsion.

Note the Hearts statement doesn’t say they are going outside the Regulations, yet...it will be interesting to view.

That guy is clearly Gardiner's mouth piece in the same way English is Budge's. Any sources and comments from them should be treated with that in mind.

Does J23 not only apply if the club is appealing against a determination by the Board? It doesn’t look like J23 is there for a club to use as a first step to appeal against an outcome they don’t agree with.  So I think the determination would need to come before the J23 appeal. Say, for example, if Hearts failed to fulfil their first Championship fixture, a determination would follow which Hearts could appeal under J23. They can’t use J23 now because there has been no determination by the Board, only an outcome in terms of the Rules.

Happy to be corrected if that’s wrong.

I've just seen the tweet he is an absolute minter. Brechin's position is the same as Hamilton, Queen of the South & Forfar. IE - subject to a play off but play offs are cancelled. How can he not understand that?

The Guardian article states that Stendel is likely to go, and the leading candidates to replace him are Robertson (signed a new deal with ICT today) and Neil McCann....

Tom English is bad enough, but Chris McLaughlin just said on Radio Scotland that the reorganisation had been "surprisingly" voted down. Really, Chris? Where you been? 

He also said Hearts may be looking at going to court on the basis of seeking compensation for their relegation, rather than continuing to fight the relegation itself.

Fighting words indeed from a club whose only stated intention this season was to win promotion, spunked money at two squads and two managers to do so and yet finished bottom without winning a single league game in this calendar year.
