Because the Cabinet Secretary for Health can't possibly be expected to know how vaccine procurement works before flapping her trap to the media. That not actually being the case, it is in fact still the SG's responsibility to deliver on its pledge, or for heads to roll when they don't.
It's really that straightforward.
It is obvious that the UK government told the Scottish Government what they were getting - what else do you think they should base their prediction on?

The Cabinet Secretary was responsible to get the underlying infrastructure in place and communicate progress on that, that's precisely what she did and she was required to report updates on this with some figures on how they were to spec their targets to get the necessary number of staff in place. Obviously the responsible thing to do was to focus this on the upper end of predictions on procurement, the statement you are referencing didn't discuss and wasn't intended to discuss the mechanics of that.

The current delivery schedule is to have 900k vaccines into the health care system by the end of the month and the system, for the moment, appears like it will be resilient to facilitate the faster roll out to the sorts of numbers we're talking about. Procurement isn't falling that far short of what was being speculated and worked to in the early stages.

It is pretty mental that we are a year down the line and basically back to square one. The obvious difference is thw vaccine but that doesnt look like it will be getting done as quickly as intially promised

NHS workers and care home workers so far. I know a few people in those sectors who have received the first dose.
