But as either Whitty or Valance said it just means they don't fully comply.
It could be walking the dog or into the supermarket for 10 minutes.
Isolation rules do not permit visits to a Supermarket that's a total no no. There must be a fair amount of spread from contacts not isolating properly or positive testers not revealing contacts or those contacts not being contactable.

For once he is right, anyone that needs an explanation of a meal (substantial is England) is a total moron. It's obvious a pickled egg or crisps do not constitute a meal.

You can only leave your accommodation in limited circumstances. These include where:

  • you need access to basic necessities like food and medicines (including for any pets or animals in the household), but please try to first arrange for these to be delivered to you instead to reduce the number of times you need to leave your accommodation

That's quarantine rules (returning from abroad), we were discussing self isolating following a positive test or tracing procedure

Depends on your level of deprivation.  Some of my patients see a packet of crisps as a meal.  They're idea of fruit is some cider.
It was in the context of a restaurant / pub purchase. Perception of what constitutes a meal in general will indeed depend on your circumstances but in terms of ordering food in licensed premises I'm pretty sure the vast majority of folk realise the difference !

Anyone who can’t grasp this is very definitely at it. If your establishment has a regular menu that goes from pie n beans to steak pie or fish n chips, it’s a substantial meal. Or if the best you can do is a range from a bag of crisps up to a pie out the heater that has hastily been found in the cellar and had the dust wiped off it, it’s not.
