Durham have had one of the lowest rates of issuing covid fines so its entirely in keeping with their approach to enforcement etc. They’ve absolutely clarified that contrary to No 10’s statement they did speak to people within Cummings household. Its not their job to enter the politicking and they have clarified their actions very clearly.
