Not really, because a PCA lacks certain binding aspects. It is, to use the term de jour, a delayed transfer. As I understand it, this allows plenty of time to get the under-18 paperwork done after the season ends, and stops Fulham and Raith from having to do the same, lengthy paperwork twice (the cross border u-18 move to Fulham and the cross border u-18 loan back).
