Note that Bowie to Fulham is not a sale and loan back, that's too much paperwork for an under-18. Raith keep him till till season ends on a delayed transfer, then he moves to Fulham.

Would it not be easier to say he has signed a PCA with Fulham ?

Not really, because a PCA lacks certain binding aspects. It is, to use the term de jour, a delayed transfer. As I understand it, this allows plenty of time to get the under-18 paperwork done after the season ends, and stops Fulham and Raith from having to do the same, lengthy paperwork twice (the cross border u-18 move to Fulham and the cross border u-18 loan back). As it stands, Fulham have locked in their acquisition of a promising youth, and get to see continued first team development in that player without disrupting their system.
