At the last election it was seen as a hopelessly irrelevant protest party that was more concerned with talking to itself. 

What is the point in talking about issues that nobody is talking about?For the last ten years Labour has failed to grab the narrative on anything.

The Tories are talking about constitutional changes to make the House of Lords more regionally representative, bit like the Bundesrat in Germany. Could be a small step towards federalism but it will probably never happen.
