Only reason I can think of reason that it is to be replayed is that it has been appealed. I was standing with a few guys from the Ayrshire association and they also never heard the whistle being blown. The match Secretary contacted the club to let us know that this was an error and quickly amended. At no point did (or would) the club appeal for the tie. Sean is a good honest ref and if he says he didn't blow then he didn't blow so the penalty had to be retaken.
