The mainstream take on Cummings not getting fired immediately after Barnard Castle was that Johnson couldn't afford to, on account of all the dirt Cummings had on him. The events since are the result of probably the most predictable and obvious 'conspiracy' you'll ever see. Surely to f*ck it's way above her pay grade to decide, in effect, if a PM gets to stay in post or not. Her report will be a statement of facts as @welshbairn has outlined and is not going to say whether the acts were criminal or allocate blame for the breaches. It's not an independent report (wonder why?) but will be a dispassionate statement of corroborated facts. It is not Gray's place for example to decide whether the party Johnson admitted he attended was a party or a work event. When it comes back, Johnson's defence line will be: "does not say crimes were committed, end of argument, move on". The report of course will not conclude he or his staffers have committed criminal offences, because that's not what it is intended to do. It's his only get out. The facts will be set out and it is incumbent on his own MPs to decide whether they demonstrate the standards that should be expected of a leader.
