Nobody said that they could.
ETA: Even the article you posted doesn't make the claim that the Scottish Government could not have paid £500 net.  It provides a list of excuses why it wasn't done.  No surprise you linked to it tbh, you both display similar behaviours.
It provides a list of reasons why HMRC should have made it tax free, yes. None of which you address.

HMRC making the payment tax free is not the only way that health service workers could have had £500 in their bank account.

Is it within the gift of the Scottish Government to pay medicalnstaff £500 net of deductions?  Of course it is, everything else was just politics.

At no point did I say that HMRC was the only way SNHS workers could get £500 net. I've shown that it's the simplest, most effective solution. If anybody's spinning here, it's you. As per fucking usual.

So we are agreed then that the Scottish Government could have made the £500 bonus net of tax and NI.  Glad we cleared that up, it was literally my first post on the topic.

Some Glasgow based UK tribunals were moved to being under the Scottish Government in the last few years while some remained under the UK.

As the UK Civil Service had been subject to 1% pay caps for at least the last decade while the Scottish Government had given 2% or more in recent years it meant that some people doing the same job in the same building were being paid different amounts.

The Cabinet Office jobs will be subject to the UK Government 1% pay cap and are unlikely to be attractive to any current Scottish Civil Servant for this reason.
