Not sure why there's a debate about it. I would wager there will be no relegation this season. Kelty or Bonnyrigg will beat Brora and then beat Brechin. Brechin go to the Highland League. Bo'ness, HoB or Broxburn will come up. No relegation. And most people discussing the no relegation policy are aware of the fine print. That's why its being brought up in context of LL Champion being promoted and Brechin City being relegated. The organisers of the majority of Leagues subconsciously tend toward this 'attractor'. Secondarily, of course, if two (or more) Divisions are feeders to a higher division, compromise must be encountenanced. This is where play-off/play-out systems have their natural place.
