The bottom team should go down. It happened to Whitehill when there was a vacancy last season

It happened to Whitehill because the rules at the time said the bottom club is replaced by the EOS/SOS champions.

I would wager there will be no relegation this season. 

Kelty or Bonnyrigg will beat Brora and then beat Brechin. Brechin go to the Highland League. Bo'ness, HoB or Broxburn will come up. No relegation.

The cosmic ballet of Edinburgh Uni and Bale of Leithen getting horsed every week will go on!

Its four. The very first one "Vacancy for 1 club" doesn't see the 16th team relegated.

And most people discussing the no relegation policy are aware of the fine print. That's why its being brought up in context of LL Champion being promoted and Brechin City being relegated. That means no relegation from the Lowland League.

There's a certain school of thought with which I very much agree, which believes the ideal number of promotions plus relegations from/to any Division of any League is 27.5% of the total number of members within that competition. i.e. ~ 4.4 from 16 in SLFL. Obviously, you cannot promote or relegate fractions of a member club/team, so the range of 20% to 35% is usually accepted as being the norm.

This figure is extrapolated from the balancing of 'divisional integrity & continuity', 'adequate promotional opportunity'; 'adequate post-promotional security of tenure' & 'reasonable avoidance of over-relegation' - which is a fine balance. The organisers of the majority of Leagues subconsciously tend toward this 'attractor'. 

An addendum to this is that the lower parts of the stated range seem to sensibly better suit smaller divisions and vice versa. Secondarily, of course, if two (or more) Divisions are feeders to a higher division, compromise must be encountenanced. This is where play-off/play-out systems have their natural place.

Still hard to judge anything at this point... Vale are obviously a bit adrift, but have 2 games-in-hand on Edinburgh Uni and 1 on Gretna, plus host both Dalbeattie and Gretna in Innerleithen.

Gretna are sitting highest but have hard games bar a visit to Innerleithen... Edinburgh Uni not dissimilar... Dalbeattie have the consolation of a couple of head-to-heads, Gala and Berwick.
