The extra club in this case would surely be Threave Rovers (as SoS champion / play-off loser) so that wouldn't really be an improvement. There is a chance: it's possible if LL champion goes up and whoever come down from SPFL2 goes into HL. So you would be talking Kelty up/Brechin down - as it stands right now. It hasn't happened before incidentally (indeed scenario hasn't been possible before: even when Montrose finished bottom Brora made the Final). It seems unlikely neither EOSL or SOSL champion will be eligible to come up, so no need to consider a reprieve originating from matters below. If everyone acts like that then there will never be progress. It seems like a typical Scottish football attitude. The Lowland League should not (and I doubt they do) base their future changes on what the Highland League is doing. People want to see progress with the pyramid. Progress means leagues opening up more and there being more promotion/relegation spots from the SPFL and from the HL/LL. The EoS has consistently been an amazing example of what a league can do. From having conferences when many juniors joined the league to having numerous relegation spots from the EoS Premier. Theres clubs pushing for promotion from the EOSFL that aren't licensed (as yet).
