Because if they flagged someone offside straight away and got it wrong then they'd have incorrectly denied them the chance to score.

I think it’s so that the play can come to a conclusion either by scoring a goal or not, then an offside call can be looked at. In this case it was clear cut but I guess they have to apply the law all the time.
