Glad I'm not the only one who remembers seeing this, definitely at Motherwell but Google doesn't turn up any info about the documentary.

The referee first told the players that the holding on wasn't enough for a penalty. When the VAR assistants were looking at it they told the referee to wait with resuming the game when the ball went out. After looking at a few angles, they told the referee that there was a fair bit of holding on, referee said he thought it wasn't enough for a penalty. The VAR said it was debatable but fine to resume the game (as it was no "clear and obvious error").
