Have a reserve division outwith the pyramid and invite interested diddy first first teams to join if they want.

Those that don't can stay and use the pyramid they signed up for.

Going to copy and paste my post from another thread:

This idea stinks. Dangling the carrot in front of ambitious Lowland/Highland league sides by offering a greater chance of promotion from a new league. The real reason they want to do this is to shoe horn the Old Firm colts in - something which has already been blatantly obvious for years. That’s why it is a very bad thing that 123 Ross county fans travelled to see their side play Under 20s Motherwell in the Challenge Cup. There were over 1000 at that game - there shouldn’t have been over 100.

I’ve got a better idea - get your colts to absolute f**k and make it a straight relegation from League 2 instead of making teams have to play loads of play offs to get promoted. This colt thing will not die as long as people keep going to watch any game involving the colts.

Since this is a topic that's been done to death, the only newish angle I have is that it also ruins the just returned SPFL Reserve League.

4x Colts in SPFL3 and Ross County suggested for the Highland League. That's 5/18 taken out of the Reserve League. So it's an idea that not only effects the lower league clubs, but also the Scottish Premiership/Championship clubs youth development attempts as well.

 Leith Athletic were expelled in September 1953 for refusing to play any fixtures. They had wanted the League restructured to enable them to play in the B Division.  Leith campaigned for the non-reserve teams to be included in the Second Division. They were not successful and were expelled in August 1953, when they refused to play any more fixtures in Division C.  It was too late for the club to join another competition and the club went out of business in 1955. In a supreme irony, the two C Divisions were abandoned that summer and, just as Leith had wanted, the non-reserve sides (Brechin, Berwick and Montrose) were admitted to the Second Division. Basically the Scottish League killed Leith Athletic who, on and off, had been around since the 1880s. Whether the same thing would happen today, who can say?

I'm sure when League One and League Two clubs are told their league payment from the SPFL is to be divided between another 8 clubs, they'll be only too delighted to vote for it. 

Eventually, McCart, Mulholland and whoever at the SPFL is in tow with them will hopefully get the hint. Shame on any other Premiership club who has given an indication of being interested in this.

The clubs proposed for League Three are already in senior football.

Brechin City were promoted at the end of 1953/54.
