Possible Change To Entry Level Licensing

Get the grant applications ready

The Scottish FA Chief Executive Ian Maxwell has advised that the SFA Board are looking  at the format of the preliminary rounds of the Scottish Senior Cup, associated distribution model and the possible change to entry level Club Licensing eg introduction of floodlights.

 

It may therefore be prudent for any club who is considering a possible application to contact the Scottish FA Club Licensing department to seek advice on how they might start the application process. SFA Chief Executive Ian Maxwell has informed the League that the embargo on accepting new membership applications has been lifted. Any club that wishes to apply can now do so but should be aware the Club Licensing department contains only two members of staff whose role also covers the existing 90 SFA member clubs. It would therefore help the process if clubs state on their application if they think they already meet the licensing criteria. This would allow applications to be prioritised.

Potential champion clubs should note the SLFL requires clubs to be in possession of an SFA License by 31 March for them to be eligible to take part in any play-off match for entry into the SLFL the following season. As all applications must first be approved by the SFA Board and then by the SFA’s Club Licensing committee it is essential they are submitted as soon as possible to increase the chance of meeting this 31 March deadline.

All clubs should note the SFA Board is continuing to look at membership criteria and benefits and there may be changes suggested at next year’s SFA AGM – for example the format of the preliminary/early rounds of the Scottish Cup and associated distribution model, and introduction of floodlights at entry level are being considered. Some of these changes would be subject to approval by existing members at the SFA AGM and further information will be made available in due course.

As we know there's a lot to do for licence even without lights. If floodlights were to be part of criteria below is Leagues / regions with / without floodlights (if my calculations from non league Scotland are correct)

Lowland league with 12 without 3

East of Scotland with 18 without 21

South of Scotland with 12 without 4

East  juniors with 13 without 23

West juniors with 18 without 45

The SFA Manual (updated version) states that floodlights will be an Entry requirement in 2019. Apparently there will also be a "derogation" provision (possibly for 3 years ?) to allow Licensed Member clubs to obtain/install floodlights, without losing their licence.

There are also believed to be 14 or 15 clubs who submitted licence applications before 1st January 2019. Is there any information (rumours ?) as to which clubs have applied ?  This is of particular interest as one Lowland League vacancy is to be filled by the application process, rather than by EoSL/SoSL promotion/play-offs, following the demise of Selkirk.  As elevation to the Lowland League, requires applicants to be licensed (by 31st March 2019), how many of the pending applicants  are likely to be licensed before  this deadline, and have the ambition to join the SLL for 2019/20.
