They don't. I think there's a lot of misinformation swirling around and stuff being lost in translation.

Not playing it at all would avoid any issues. Might send an appropriate message.

It was mentioned on Sunday night that Dec 8 in Abu Dhabi was being strongly rumoured even before the game was called off again so you may well be right.

Back in 1934 the North American qualifying for the World Cup got left so late that Mexico and USA both had to travel to Italy and held their playoff in Rome on the Thursday night before the tournament began on the Sunday with a full raft of knockout R1 ties. Mexico lost the playoff and went home immediately, USA were thrashed by Italy in R1 and so weren't far behind them.
