It certainly looks like a shithole but it's not exactly Gaza. ~25% of people are bound to live in poverty when it is defined with reference to median incomes. The Tories changed the definition so that it is a % of the 2010 median, rather than a current measure. They clearly expected that they could claim to reduce poverty as a result, just because of inflation. Where definition is often difficult, a Smell Test is useful. 1/4 in poverty is horseshit, and outright propaganda. Measuring poverty as relative within a population is another implementation of the (in)equality scam industry that plagues much of the West. There will always be inequality, so in this case there will always be 'poverty' and 'destitution'. Tweak the parameters when needed to keep the scam and moral/political gravy train going.
