The Scottish government can’t borrow money. They can’t run at a loss, they receive a grant from Westminster which they are allowed to spend.

The Scottish Government CAN  borrow money.  (It took me about a minute to google and find the answer)

"The Scottish Government's capital borrowing powers were originally granted in the Scotland Act 2012 and the limits were increased in the Scotland Act 2016. In addition to the capital block grant, the Scottish Government can increase capital expenditure through borrowing up to £450 million per year up to a maximum total of £3 billion under the provisions of the Scotland Act 2016. These capital borrowing limits came into effect for the Scottish Government on 1 April 2017."
