Atletico got a two window ban, Real got it reduced to one January window. Barca got a ban the previous year and managed to get it delayed so they got a summer window in first, where they signed Suarez. PSG and Man City were both guilty of failing FFP rules, but using illegal payments to cover it, and got no punishment at all. I'd imagine it's a registration ban more than a transfer ban.
