Liverpool haven't been remotely good enough to have a won a league - certainly in the PL era.  They only side that were in the vicinity of being good enough was the 2009ish side that had a spine of Reina, Carragher, Alonso, Mascherano, Gerrard & Torres.

Liverpool have finished 2nd on 3 occasions in the PL era. 

2001-02 off the back of the treble winning season with Phil Thompson in temporary charge for much of it. 

2005-06 off the back of the Champions League win they were excellent but finished 3rd on 80+ points. 

2008-09 they had to drop 14 points behind to come back into it without the pressure but fell short. Albeit with 86 points. 

1996-97 led for a long time but fell away around Easter time and finished 4th. 

1995-96 finished 3rd. I’d argue they were the best team that season but a poor November cost them badly.

The closest was 2013-14.

He slipped AFTER he let the ball go under his foot and lost possession. It wasnt bad luck, it was bad football.
