Most non-league grounds tend to be fairly open so the floodlights themselves normally illuminate spectator areas. Only grandstands/toilet blocks/etc. tend to need their own lighting.

Approach paths, areas in front of turnstiles, and so on are probably the main issue. Then again some league grounds are poor (e.g. Berwick v Spartans replay).
