It's not up to the Highland League to form a pyramid beneath it, it's up to leagues/clubs outwith the HL to form a pyramid beneath it, then change will occur.

So, @Doonhamer 1969 what's your solution? Do you think it's up to the Highland League to form a pyramid, with or without the consent of the North juniors, the NCL, Tayside/Perthshire juniors?

Does it not make more sense for the juniors et al to get together and approach the HFL with a proposed pyramid?

The HL did try to a certain extent at one point in the shape of the Sandy Stables (?) plan. That would have split the HL into two tiers with the lower tier not needing to be licensed. If that vote had passed (and it was quite close) there probably would have been a lot more subsequent progress in terms of feeder leagues. As things stand if the NRSJFA aren't bothered about it nothing much is likely to happen unless they are nudged into by what happens in the LL catchment.

I’ve been saying this for years!!! But the HL is a mafia and the usual suspects (who I actually have a lot of time and respect for) will be giving you hell...

Ive chosen to stay away from this topic... until that f**king vodka just made me write this!

The Stables plan was terrible, though, from a competition perspective. Find two more teams, to get the numbers up to 20, have two leagues of 10, play each other twice, then pad the rest out with a sectional League cup. 18 games isn't enough to decide a league champion.

The one thing that would have helped back in the day, was if the Highland/Lowland regional leagues had been set up instead of the HFL becoming Tier 5. Then the HFL would've sat alongside the EoSFL and SoSFL at Tier 6, as it technically did at the time anyway. We're beyond that now anyway, can only work with what we've got.
