Well firstly how many teams are licensed, the total of all the teams that can enter the Scottish Cup plus the Scottish Amateur Cup Winners, the Junior North, East and West Superleague Champions and the Scottish Junior Cup Winners, though they can overlap; 

So the total of 5 extra non licensed impostors max each year (to the Scottish Cup), though the Junior Cup winner can also win one of the leagues so that would reduce the numbers (Glenafton, West Champs and Scottish Junior Cup Winners 2017, so only 3 instead of the 4) and also a few Junior teams are licensed already (3, Linlithgow, Girvan, Banks O'Dee).  Though Banks O'Dee regularly win the Northern Superleague, same as Linlithgow in the East.

No more Junior or Amateur can gain a license unless they move to the pyramid, that being Highland league in the North and the East of Scotland and the Scotland of Scotland in the South.

Linlithgow, Girvan, Banks O'Dee / Glasgow University, Golspie Sutherland /  Several in the EoS & SoS see the Preliminary Rounds of the Scottish Cup. (They all have licences)

There is chat that Lothian Hutchinson Vale Thistle aren't too far away in the East of Scotland.  Beyond that only teams in the South of Scotland and East of Scotland that are unlicensed are eligible to gain a license so a short and select list.  Possible teams in the NCL ( Northern Caledonian League) also, though I'm not up to speed on that.

Well that would mean floodlights to help things along so take your pick, Cumnock, Petershill, Benburb.  Dalkeith are planning on moving from Junior to East of Scotland ( one below Lowland League so I'd guess going to push to get a license).

For example Kelty (unlicensed as they are a Junior Club and haven't held a license at any time before) won the East Superleague last year so then gaining access to the Scottish Cup Preliminary Round. 

They then decided to move to the East of Scotland a Senior Tier 6 league one below Tier 5 Lowland league. 

They have since gained a licence. 

If they gain promotion this year they will enter the Scottish Cup in the First round like most of other Lowland League teams otherwise they'll enter the Scottish Cup as a licensed team in the Preliminary Rounds like any other licensed Club outside the top 5 tiers of Scottish football or even as the non promoted winners of the East of Scotland, licensed or not  (As they are licensed, Kelty could finish 1st, 2nd or any position in the East of Scotland not get promoted and still qualify for the Scottish Cup, as they are licensed.

89 Clubs are currently licenced, 13 of those exist outwith the SPFL/HFL/LFL. Banks O'Dee, Girvan, Glasgow University, Golspie Sutherland and Linlithgow Rose are the 5 outwith the pyramid. Auchinleck Talbot are the only known club outwith the pyramid that definitely tick all the boxes for a licence, they just don't want to sign up for it as it currently stands.

Lothian Hutchison Vale Thistle, Dalkeith Thistle & Bonnyton Thistle are the likely candidates to get a licence that are signed up for the EoSFL or SoSFL next year. Clydebank are usually touted as working on one as well.

I don't think floodlights, tho desirable, are part of club licensing criteria at the moment.

What we have now won't exist in 5 years. SoSFL has 15 (16 with Wigtown), EoSFL should be at least 14 next year. Highland League at capacity. Couple of clubs gaining a licence in a particular region forces change.

Unless you know that Talbot have had an inspection I don’t see how you can say they tick all the boxes.

Yeah but having seen the hoops Whitehill had to jump through I get the impression Talbot, or at least Isa, are being a bit presumptuous. They’ve got a good ground but there’s more to it than just that.
