Until relatively recently they would usually finish above Nairn and Rothes, and regularly topped Brora and Wick. In the 80s they ended a league campaign well above Ross County. They've finished bottom of the league in fifteen of the last twenty two seasons (and 16/23 is incoming) so yes it is in fact the 'natural order of things' at their level.
