Much the same as Celtic being able to decide that he's not. Much like the other way around, there's no other criteria needed. He's simply worth what he's worth to the teams in question. Facts are, whether it be Tierney or McKenna or even M'Bappe, the player is 'worth' what the selling club can get for him and what the interested club are willing to pay. Apparently they sent him up here purely for Rodgers, and then were "hugely disappointed" at how Burke was coached once Lennon arrived.
