Maybe the 2nd place sides in the HL and LL would be pushed back to Round 1, otherwise you're going to have at least three prelim rounds.

28 sides below HL & LL with a licence

+Musselburgh

+Junior cup winners

+Amateur cup winners

+West junior winners (depending on cup winners)

+East junior winners (depending on cup winners)

+possibly Tranent?

(leaving out north junior winners as it will be Banks O'Dee & also leaving out EoS/SoS winners as they will almost certainly be licensed too).

Looking at 32-34 teams below LL & HL.  This season, there were only 7 spaces for teams below HL/LL in the first round.

As more clubs turn senior and gain their ground license you might not be far wrong. Or does the SFA cap the amount of clubs recieving a license hence some of the bigger West clubs are left. Not a dig, just an observation.

Sounds interesting I will watch out for that. It was just a wee worry that teams say goodbye to the Juniors and try and get a license only to be knocked back due to an abundance of clubs now being able to play in the Scottish Cup.

Agreed. Considering the FA Cup Qualifying Rounds involved 644 clubs this season it shouldn't be that big an issue, although prize money might (apologies for using an example from another country 😁).

Realistically just put all HL/LL Clubs in Round 1.

That provides you with 4 extra berths from the Prelim. Rounds. So you will have 11 Slots in R1 for those who get through Prelims.

Which means you can up to 44 clubs in Prelims. The highest x number finishers in the pyramid with a License should be given a bye to PR2. The remaining sides should face out in PR1. 

Simples.

There is meant to be something within the SFA constitution that only allows for 200 full members. A long way for that to happen though.

According to Wikipedia they were the clear number one during the Superleague era. Top 4 finish 14/16 seasons. Over a 100 points more than the 2nd place team. Only Hurlford's 5 stint comes close to PPG accrual.

Extra problem is that if Brechin get relegated, it will mean that there will be only 6 spaces for teams below H/LL in the first round.

The best way forward (and one that won't have to be changed again when a whole lot of West sides get licensed) would be to let all Championship clubs start in round 3 & all HL/LL in round 1. That would create 26 spots for clubs below HL/LL. When using your example, assuming Tranent get licensed & neither the west, nor the east junior winners win the junior cup, there will be 34 clubs. That means 16 clubs will play a preliminary round & 18 will have a bye. Giving byes to the 18 best licensed sides is then the fairest imo.

With these changes, and the possibility to play 2 preliminary rounds, there is space for 104 clubs in the preliminaries. We won't need to worry about that number being reached for a long time...

One way to guarantee loss of access to the Scottish Cup is to remain Junior, it's coming to an end, Licenced clubs only probably from 2021-22.

The SFA are not going to prevent access to the Scottish Cup to clubs who are Licenced and SFA members.

At a recent South meeting Rod Petrie appeared to be Championing an all in 1 round scenario to avoid this 3 preliminary rounds scenario which virtually all in attendance agreed with

One way to guarantee loss of access to the Scottish Cup is to remain Junior, it's coming to an end, Licenced clubs only probably from 2021-22.
The SFA are not going to prevent access to the Scottish Cup to clubs who are Licenced and SFA members.
This would be a terrible retrograde step. Every club in Scotland should have a theoretical opportunity to qualify for the Scottish Cup, regardless of their resources.

The rewards for getting a license should be guaranteed Scottish Cup entry, financial benefits and eligibility for different levels of the pyramid. Other clubs should still be able to qualify by winning a variety of qualifying competitions (eg Tier 6 league winners, winners of various cups).

It can easily go to just 1 Prelim Round with a bit of fiddling higher up, an all-in round one would be even better if it is achievable.
