A policy would be more formal than this, it seems like it's just a convention - the way things have been done in the past - and so conveniently, there is nothing written down for them to answer to. Given the context this year, moving a game without the consent of one of the teams for the sake of non-essential foreign travel (they could have a training camp here), in the knowledge that spare midweek slots are very likely to be needed, is wrong.
