It’s like making your own citizens apply for a visa and then taking away the ability to apply. Were any licence applications submitted to the PWG meeting (last week ?), and if so, were these applications considered or deferred ? I don't think there's a mechanism for them to be allowed back in midseason like that. Even if they did just have the spot of 16th in name only without having to play any games.
