Why didn’t Obama do it? Manchin didn’t vote for the recently because the law was too extreme. He said he would have voted for the bill if it preserved abortion right in its current state. I’ll put my tinfoil hat on but I don’t believe the Dems wanted the legislation to pass. They wanted it a hot topic.
