The Democrats need to use the first two years to make whatever non-Constitutional changes they can to address the inequality in their voting system - electoral college and DC and PR non-representation in particular. Might not happen under Biden but if he pops his clogs early on then who knows. Obama fucked it by trying to do what he was good at in Chicago, bringing opposites together to get things done.
