These are the figures since 1994-95 when the 4-division set-up came in. As you say they've never varied much, in tier 4 it's always plus-or-minus 400.

2004-05 ... 421 (SFL1, relegated)

2006-07 ... 565 (promoted)

On that it looks like our bottom league attendance are up slightly in recent seasons if anything. Yesterday wasn't a good start to this season though. The Spartans result probably had an effect.

Annan apparently had 421 at their first home game vs Stirling and 421 again yesterday. That must be their default attendance figure I'm guessing.

Forfar do something like that too. They could give you the attendance figure a week before the game.

To make it look respectable in the newspapers. It's been happening for a long time and is why it's not worth obsessing over the official numbers that get reported.

Our crowds have been quite meh so far hopefully they pick up soon. Sounds silly but I think the weather being shite actually draws more of a crowd as there's nothing else for people to do, seems like this at the start of every season.
